As per Hindu Marriage Act, 1955, parties should approach Court for Divorce only after they have a separation of minimum one year. After filing of Divorce by mutual consent, you again have to wait for another 6 months. While, present day situation allows you skip this six months of wait, but that is totally upon the discretion of the Court and you can not claim it as a matter of right. 

Yes. A wife can file a complaint under section 498A IPC, throughout her life. There is no legal bar against it.
